What matters is not whether the storage facilities are "full" in mid-May, but whether Germany can refill them in time and quickly for the next heating season. For economic assessment, the most important point is: The responsible regulatory and supervisory authority does not describe the situation as an acute supply problem – this temporarily eases the pressure of expectations on politics and the market.

Federal Network Agency Puts Lower Gas Storage Levels into Perspective

Federal Network Agency President Klaus Müller deliberately classifies the debate about storage levels in a sober manner. Speaking to the newspapers of the Redaktionsnetzwerk Deutschland, he said he could emotionally understand that people would already wish for full storage facilities in mid-May; economically and physically, however, this is not necessary. The message behind this: Looking at the reporting date alone is too short-sighted – what matters is whether the infrastructure can absorb the required quantities at the necessary speed.

The weight of this assessment is also due to the authority's role. As a higher federal authority in the portfolio of the Federal Ministry for Economic Affairs and Climate Action, the Federal Network Agency is the central body for regulation and supervision in the energy market. If it does not assess the situation as acute, this influences the expectations of companies, suppliers, and consumers – and thus also the tone in a traditionally nervous debate about supply security.

27 Percent Fill Level Is Below Last Year and EU Average

The current fill level of the gas storage facilities is 27 percent. This figure refers to the proportion of the available gas reserve in the usable working gas volume – that is, the part that is actually available for injection and withdrawal. The value is below the level of previous years and also below the European average.

By itself, this is a signal that deserves attention: lower starting levels can increase the pressure to refill in summer if demand, prices, or global supply chains develop unfavorably. However, the Federal Network Agency does not derive an acute escalation from the backlog alone. Its approach is clearly risk-oriented: not the current value is decisive, but the ability to react to market and weather conditions.

For Assessment, Possible Refilling Within 30 Days Counts

The core point for the authority is technical and operational refillability. The large gas storage facilities in Germany could therefore be filled within 30 days. This puts the current percentage value into perspective: a lower level is more problematic if capacities are tight, import routes are disrupted, or injection rates are limited.

If, however, the storage facilities can generally be refilled quickly, the debate shifts away from symbolic reporting dates to two practical questions: How stable are procurement and import options – and how will market prices develop in the coming months?
